Every Rolls-Royce SMR employee gets a North Star.
North Star is one platform for learning, progression and workforce planning. Staff take their courses in its Learning Zone with an AI tutor alongside every step. Each result builds a competency profile and a route to the role they want next, their North Star. Rolls-Royce SMR sees who is ready, who needs support and what each new SMR will need, and what it will cost.
01
The opportunity
Rolls-Royce SMR is scaling fast. Public listings show around 430 open roles across design, C&I, manufacturing, safety, delivery, supply chain and corporate functions, with Wylfa confirmed as the first UK site and export deployments in progress. The sector's hardest gaps are in new-build skills: commissioning, construction, project controls and reactor engineering.
The UK Nuclear Skills Plan expects the sector to grow from 83,000 to 123,000 skilled people by 2030, and its Optimising Training Landscape work calls for standardised role profiles and career paths. Developing Experts already works with Rolls-Royce SMR, Sellafield, EDF, NNL and the MOD on nuclear skills in 6,000+ UK schools. North Star extends that pipeline into the workforce.
There is also a platform window. This year Rolls-Royce SMR trains its people on Rolls-Royce plc's learning platform; next year it plans its own. North Star can run alongside the plc platform now and become Rolls-Royce SMR's own training platform when it moves.
Every member of staff takes the Export Control course, because everyone handles controlled nuclear technology in some form. That makes it the right first course: it produces comparable evidence about every employee from day one.
A visible route
See where their strengths point, choose a North Star role, and know the next two or three courses that close the gap.
Evidence, not guesswork
See section results for their team, the misconceptions the team shares (never by name), and whose knowledge is ready for a next step.
A talent pipeline
Aggregate readiness shows where internal candidates can fill hard-to-hire roles before going to market.
Safe to be unsure. The tutor works best when people feel free to get things wrong and say when they are not sure, which matters in a strong safety culture. So what someone gets wrong while learning, and what they ask the tutor, stays private to them. Managers see section results, and misconceptions only as team patterns shared by three or more people. Readiness scores measure knowledge and how well people apply it. Moving into a role also takes experience, supervised practice, SQEP sign-off and the manager’s judgement. These settings are for Rolls-Royce SMR to decide.
02
One platform
North Star is a platform built by Developing Experts. At its heart is the AI Tutoring Tool, co-developed by Developing Experts and PA Consulting. Staff take their courses in the Learning Zone. The AI tutor works alongside every course, then turns what it learns about each person into progression evidence. Rolls-Royce SMR uses the same evidence to plan its workforce, set pathways and cost development.
The North Star platform: the Learning Zone and Course studio, progression, competency profiles and dashboards, workforce and cost planning. Pedagogy and content production for Rolls-Royce SMR, already under way. Hosting, security and integration with Rolls-Royce SMR's HR, identity and learning systems. Nuclear sector reach through 6,000+ schools with Rolls-Royce SMR, EDF, Sellafield, NNL and the MOD.
Co-developed the AI Tutoring Tool with Developing Experts: the tutor that diagnoses, corrects and proves understanding on every course inside North Star.
Owns its role and competency framework, its content and its data; sets pathways and priorities; decides how progression evidence is used in development conversations.
North Star, including its learning, progression and workforce-planning platform, is the intellectual property of Developing Experts. The AI Tutoring Tool at its heart was co-developed by Developing Experts and PA Consulting. One product and one point of contact for Rolls-Royce SMR.
03
The Export Control course, broken down
EXP-100 is the case study because every member of staff takes it, so it gives comparable evidence across the whole workforce from day one. EXP-100 is split into eight subsections. Each one has the misconceptions staff most often bring with them, and each is mapped to the competencies it gives evidence for. The AI tutor probes for the misconceptions and the progression module uses the mapping.
We have assumed the "Export course" is Export Control and trade compliance, and that the tutor can report which misconceptions a learner showed and whether they were resolved. Both need confirming with Rolls-Royce SMR.
04
How the tutor finds where understanding breaks
The AI tutor diagnoses a misconception and then steps down a demand ladder, asking a Socratic question at each step until it finds the point where the learner's model breaks. It then climbs back to the original question so the learner states the answer themselves. Here is how that works in an Export Control scenario.
| Step | Tutor asks | Employee answers | What it reveals |
|---|---|---|---|
| Target | A colleague asks you to email the pump seal drawings to our module supplier in Brno. What do you need to check before sending? | "Nothing. It's an internal email to our own supply chain." | S4a Thinks sending within the company's network is never an export. |
| 1 · Re-anchor | The email starts in our system. Where are the drawings once the supplier opens them? | "In Czechia, but they're still our drawings." | A second misconception surfaces: owning the technology means it is not controlled. |
| 2 · Prerequisite | Export control applies when technology crosses a border, whoever owns it. So what has happened when the file arrives in Brno? | "It's been exported?" | Reasons correctly to the definition of a transfer. |
| 3 · Narrow | Right, that is a technology transfer. Before sending, which do you check? A) the drawing's export control rating and marking, B) the supplier's ISO certificate, C) the file size, D) nothing, because they signed an NDA. | "A?" | Confirms the corrected model, tentatively. |
| 4 · Return | So the drawing may need a licence. What would you do before pressing send? | "Check the marking, confirm with Trade Compliance that a licence covers this supplier, and keep a record." | States the correct process unaided. S4a resolved. |
What North Star reads from each ladder
Misconceptions diagnosed and resolved, any new ones that surfaced, the lowest step reached, whether a multiple-choice scaffold was needed, turns taken and time to resolution. Resolving unaided counts as stronger evidence than resolving with a scaffold.
Session length, and why we will measure it
There is no research-backed question limit. Evidence on digital attention (Kizilcec), cognitive load (Sweller), effective tutoring (EEF) and self-pacing (Kestin et al., 2025) points to a working estimate: one ladder in 3 to 6 turns or 2 to 4 minutes, and a practice session under 10 to 15 minutes. North Star logs actual time to resolution per misconception during the pilot so the real thresholds come from data.
05
How a score becomes a route
What counts as held
A person is assumed to meet the requirements of the role they hold today. Course evidence can lift a competency above that. If course evidence falls below their current role's requirement, the manager sees a flag.
Secure or fragile
The tutor tracks confidence alongside correctness. A correct but unconfident answer is fragile and counts at 90% weight until a delayed re-test in the Retain stage confirms it. Secure evidence counts in full.
What counts as ready
Readiness for a role is the share of its requirements already met. A rung is "ready" at 90% or more with no single gap above one level. Everything is advisory: North Star informs development conversations and never makes selection decisions.

07
Roles, competencies and course pathways
We have compiled the roles Rolls-Royce SMR is currently advertising and grouped them into 11 job families, each with a five-level ladder from apprentice or graduate to head of function. Every role has required levels for nine shared competencies plus the technical competencies of its family. Each family has its own course pathway, built on a common core that starts with EXP-100.

Integration with Rolls-Royce SMR systems
Inside the platform, the AI tutor records one event per subsection attempt and the progression module turns it into a profile and pathway. The same records are exchanged with Rolls-Royce SMR's systems: sign-on and HR data in, completions and progression out. While Rolls-Royce SMR is on the Rolls-Royce plc learning platform, completions sync both ways, so nothing is lost when it moves to its own platform.

09
From case study to every course
Once the Export Control case study has proved the method, the same process is applied to every course staff take. Each new course becomes another evidence source for North Star, so profiles get richer and the level of evidence North Star can confirm rises from practitioner to expert and leader.
The recipe for onboarding any course
- Load the approved course material into the Learning Zone with the course builder.
- Break the course into subsections of 2 to 4 minute ladders and 10 to 15 minute sessions.
- Identify the misconceptions each subsection is likely to surface, with subject experts.
- Map each subsection to the competencies it evidences, with weights and the highest level it can confirm.
- Pilot with one cohort, compare North Star's readiness with manager judgement, then release to all staff who take the course.
Steps 1 to 3 are the standard content process. Step 4 is a configuration, not new software.
The AI tutor as the support layer on every course
Whatever the delivery (classroom, blended, e-learning or an external provider), each course gets the AI tutor alongside it. The tutor supports each learner and analyses the course, and North Star turns the analysis into progression evidence.
| When | Support for the learner | Analysis for managers and course owners |
|---|---|---|
| Before | Diagnostic pre-check; skip what they already know; spot the misconceptions they bring | Starting knowledge by section and misconceptions on entry, so cohorts and instructor time are targeted |
| During | Socratic ladders on each misconception, 3 to 6 turns or 2 to 4 minutes; targeted explanations | Time to resolve, ladder depth, new misconceptions surfaced, sections where cohorts struggle |
| Prove | Re-ask the original question with a confidence check; mastery at 80% | Mastery by section, secure versus fragile answers |
| After | Spaced, mixed review at 1, 3, 6 and 12 weeks | Retention and decay; refresher timing |
| Evidence | Progress shown against their North Star | Competency scores, readiness for the next level, accelerating or at-risk flags |
Tutor support is priced per place (a placeholder of £40, set under Manage & order) and included in order and project costs. The Pathways tab shows each course's tutor status and analysis.

Workforce planning for every SMR
North Star supports the company as well as the individual. Because it knows every employee's competency profile, it can compare the people Rolls-Royce SMR has with the people each SMR needs. When a new SMR is commissioned, the planner shows how many staff it needs in each job family and level, how many existing staff are ready, how many can be upskilled or promoted, how many must be recruited, and exactly which courses to order and schedule, and when.

12
Assumptions and open questions
- Rolls-Royce SMR has not published its internal competency framework. The framework here is a starting draft built from public job listings and recognised nuclear and engineering standards. Rolls-Royce SMR should replace or validate it in Discovery.
- Role titles marked "Live listing" were seen in current public vacancies. Titles marked "Framework" fill gaps in a ladder and need confirming.
- Follow-on course codes and titles are proposals. Some will map to existing Rolls-Royce SMR or Rolls-Royce Group courses.
- After the case study, every course is onboarded with the same recipe. The order of stages 2 to 4 is a suggestion to agree with Rolls-Royce SMR's learning team.
- Each SMR will have a set number of people for every post (domain and level). Rolls-Royce SMR has not yet confirmed these, so the SMR staffing page uses estimates from a standard template and marks each number as confirmed or to be confirmed.
- Staff numbers per SMR, the split by family and level, unit dates and the current workforce profile in the planner are illustrative. Public sources give only headline figures: about 1,440 Rolls-Royce SMR employees (Revelio Labs estimate), a 500-day construction target, up to three units at Wylfa with around 3,000 direct site roles at peak, and early works in Czechia and site selection in Sweden. Rolls-Royce SMR should replace them with its own resourcing model.
- The Learning Zone opens on EXP-100 Export Control, written for this prototype with the AI tutor built in; its wording needs validating by Rolls-Royce SMR Trade Compliance. Other courses can be built in the Course studio or imported from Developing Experts' content studio.
- The move from the Rolls-Royce plc platform, and the timing of Rolls-Royce SMR's own platform, need confirming with Rolls-Royce SMR's learning team.
- All people and scores in the employee and manager views are fictional sample data.
13
Questions to shape the full platform
The pilot answers whether the AI tutor works. If it does, these are the questions to settle with Rolls-Royce SMR before designing the full platform.
| Question | Where North Star could go |
|---|---|
| Workforce planning and FTEs | The planner counts posts per SMR. Next, it could connect to Rolls-Royce SMR’s workforce planning tools and plan in FTEs and budgets, not just headcount. |
| Contractors and the whole workforce | A strategic workforce plan needs everyone who does the work. Contractors and supplier staff could be added as their own worker type, with agreed access to courses and evidence. |
| Skills or roles | North Star is role-led today, with competencies under each role. It could be skills-led, with roles as bundles of skills. The choice shapes pathways, internal moves and planning. |
| Performance and competence assessment | Course and tutor evidence covers knowledge. Learning on the job, assessor sign-off, qualifications, experience and SQEP authorisation could sit alongside it in each person’s profile. |
| A digital passport | A verified record of courses, external qualifications, licences and authorisations that people carry between sites and roles. This includes contractors. |
| One place, or part of a set | North Star could become one place for learning, performance and talent. Or it could focus on learning and progression and feed the systems Rolls-Royce SMR already uses. |
| ERP and HR systems | We need to agree which system holds the master record for people, roles and organisation structure, and how North Star connects to it. Section 08 sets out a starting point. |

Quota, recruitment, onboarding and risk
Each SMR has a set quota of roles by domain and level. This page shows how every role will be filled, when recruitment has to start, the onboarding and training schedule that gets new starters ready by their in-post date, and the risks to that plan.
1 · Role quota by domain and level
Each post (a domain at a level) has a set number of people for the SMR. Enter the confirmed numbers with Edit quota: any number you change is marked as confirmed. North Star fills it from existing staff first, in SMR date order, and the rest must be recruited. Saving a quota also updates the workforce planner and course orders.
2 · Recruitment plan
Worked back from each role's in-post date: training time, then notice period, then time to hire. Pipeline figures are sample data until connected to the applicant tracking system.
